ya eva dharmaḥ so'dharmo’deśakāle pratiṣṭhitaḥ।
ādānamanṛtaṃ hiṃsā dharmo hyāvasthikaḥ smṛtaḥ॥

English Meaning:

According to differing time and place, what is dharma itself can become adharma*; /sin/
therefore, under such changed circumstances, appropriating things, lying, violence are considered dharma.
